A U.S. delegation, led by Dr. Jack Shere, USDA Chief Veterinary Officer, and Dr. John Clifford, U.S. Delegate to the World Organization for Animal Health (OIE) participated in the 84th General Session in Paris, France.
International trade is a key factor in the economic and financial stability of many countries. Trade restrictions resulting from an animal disease outbreak can have devastating economic effects. With this in mind, USDA’s Animal and Plant Health Inspection Service signed three international agreements on this very topic last month at a meeting of the World Organization for Animal Health (OIE) in Paris, France. These agreements will make it easier to maintain safe and fair trade of animals and animal products if an animal disease outbreak occurs. They emphasize the cooperation and understanding of the countries involved to promote shared knowledge, data and resources, which can be crucial during an animal health event.
The three arrangements, signed by the United States, relate to the International Animal Health Emergency Reserve (also signed by Australia, Canada, Ireland, New Zealand, and the United Kingdom), the Sharing of Vaccines for Foot and Mouth Disease (Australia, Canada, Mexico, and New Zealand), and Supporting the Recognition of Zoning for Foreign Animal Disease Outbreaks (Australia, Canada, and New Zealand). Antibiotics are lifesavers. We depend on them to treat bacterial infections and diseases such as pneumonia, bronchitis and strep throat, as well as ear infections and infected wounds. In response to U.S. Food and Drug Administration guidance, veterinarians and producers are moving toward more judicious antibiotic use in food animals, while keeping them healthy and ensuring that our food supply remains safe.
This is especially important because certain bacterial strains have become resistant to some of the current antibiotics used to treat infections in humans and animals, escalating the need worldwide to find and develop alternatives to antibiotics. Read more »

In February, I had the opportunity to visit USDA’s National Centers for Animal Health in Ames, Iowa. This campus hosts employees from both APHIS and ARS, who work together with tremendous collaboration. ARS employees conduct research on diseases of economic importance to the U.S. livestock and poultry industries. APHIS employees work to protect and improve the health, quality, and marketability of our nation’s animals, animal products, and veterinary biologics.
Their critical work in research, biologics, diagnostics, training, and coordination with stakeholders is impressive. It is a true science center where the work is intricate, precise, and timely. The scientific research conducted on the campus supports policy decisions, sets international standards and assures the country and the world that U.S. livestock and livestock products are safe for consumers. All this week, Americans are pausing to reflect on the devastation caused when Hurricane Sandy slammed ashore on the eastern seaboard. Over 160 people died, property was damaged, lives were disrupted, families were torn apart and jobs were affected.
USDA helped the recovery effort in a number of ways, and while we are proud of our work, we also learned from the experience in order to assist those affected by future catastrophes.
Our first task was helping those who were facing hunger. Following a disaster, the USDA Food and Nutrition Service (FNS) provides nutrition assistance to disaster survivors through disaster USDA Foods Distribution Programs and by authorizing the implementation of the Disaster Supplemental Nutrition Assistance Program (D SNAP). In addition, FNS approves waivers that simplify the SNAP benefit replacement process to aid ongoing SNAP households affected by a disaster. Read more »

There are a lot fewer missing or homeless “Zekes” today due to the efforts of the Oklahoma Department of Agriculture, Food and Forestry (ODAFF) and partners who are working to reunite lost pets with their heart-stricken owners. Read more »
FEMA and animal care experts discuss information about Federal relief efforts and resources to help those in need.
Hurricane Sandy brought together an un-tested coalition of animal welfare groups, local governments and federal agencies focusing on one primary goal: Using already established human assistance networks to help states feed pets impacted by the massive storm.
A team of animal care experts from the U.S. Department of Agriculture’s Animal Plant Health and Inspection Service (APHIS) responded to the urgent need. Inside the Federal Emergency Management Agency’s National Response Coordination Center in Washington, they pulled long shifts before, during and after Sandy’s devastation to locate tons of available pet food throughout the United States — overcoming nature’s torrential fury and cutting through delays.
