There’s certainly a lot of talk about trade this month at USDA. As the U.S. looks to expand connections with Asian nations, American ranchers, growers, and producers are also keeping an eye on potential economic dealings in the Caribbean.
I’m joining the discussion to shed light on how the Grain Inspection Packers and Stockyards Administration (GIPSA) plays a role in facilitating American grain sales into foreign markets and assuring those markets are maintained through its world-class service of weighing and inspection. As America’s leadership role in the global economy increases, shipments of American grain, oil seeds, and related agricultural products could continue expanding into promising markets in some of the world’s most robust economies. Facilitating the marketing of U.S. grain exports by thorough inspection and weight certification in accordance with Federal law is the job of the Grain Inspection, Packers, and Stockyard Administration (GIPSA) through its Federal Grain Inspection Service (FGIS).
A team of dedicated professionals located around the country ensures that America remains competitive in the world agricultural market by upholding the quality of U.S. grain as well as the integrity of U.S. grading standards. Working shifts around the clock in export elevators loading ocean vessels and in interior locations loading shipping containers along the Great Lakes, the Gulf of Mexico, on coastal and other locations, FGIS personnel along with delegated states and designated agencies inspect and weigh grain arriving daily by truck, rail, and barge for domestic markets and export by cargo ships. Once loading is complete, FGIS inspectors provide an official certificate backed by the reputation and authority of the U.S. Government. Read more »
As we’ve celebrated Public Service Recognition Week this week, Secretary Vilsack and employees all across the government have shared what an honor it is to work as a public servant. But, it’s no secret that the federal hiring process is a lengthy one, which can be especially frustrating for recent graduates eager to begin careers upon earning their degrees. To streamline this process and meet an important hiring initiative—bringing qualified candidates with diverse backgrounds and more young people into our ranks—USDA has been piloting a new on-site hiring strategy at Minority Serving Institutions.
Working directly with the Office of Personnel Management (OPM), USDA has hosted five on-site events where USDA hiring managers collect applications, conduct interviews, and in some cases make job offers on the spot for internships and recent graduate positions. To date, USDA has collected 795 applications at these events, for a total of 276 available positions within 10 USDA agencies, including the Agricultural Marketing Service, Agricultural Research Service, Animal and Plant Health Inspection Service, Farm Service Agency, Forest Service, Grain Inspection Packers and Stockyards Administration, National Agricultural Statistics Service, Natural Resources Conservation Service, Risk Management Agency, and Rural Development. As the first female presidents of some of the major commodity organizations, these women broke new ground in agricultural leadership. But it wasn’t easy being the only female leaders in a male dominated industry. Ask these four women to talk about their experiences and you will hear similar stories—they all hoped for a deeper network and the opportunity to learn from others. Today, they are all working to ensure that the next generation is right behind them—that they will be the “first but not last”. Most consumers may not realize it, but in many ways grain inspection has not changed much over the years. Even though there are sophisticated scientific tests today to measure moisture, oil, protein and several other intrinsic qualities of grain, the human eye still carries the most weight when judging a grain sample for classification and grade.
To ensure consistency and uniformity throughout the grading process, individual graders need lasting references. Digital media is an important tool used to reduce variability and maintain consistency. Read more »

With a little help from USDA, consumer-grade photo scanners could revolutionize rice grading.
Consumers much prefer whole kernels of milled rice over broken pieces. Whole kernels offer more consistent cooking qualities and are in many cases considered more visually appealing. As a result, the price paid to a rice producer for a load of rough rice can be impacted by the percentage of broken kernels within a sample of rice after it has been milled.
USDA’s Grain Inspection, Packers and Stockyards Administration is developing software for use with consumer-grade photo scanners to measure the percent of broken kernels in milled rice quickly and accurately. When rough rice is graded in accordance with USDA’s Rice Grading Standards, the percentage of broken kernels within a sample is determined by a trained grader’s visual inspection. Read more »
