USDA is firmly committed to ensuring that all Americans have access to a safe, healthy, adequate and affordable diet. Unfortunately, our nation is facing an unprecedented nutrition crisis, with far too many Americans facing both food insecurity and obesity. Although it seems paradoxical, the two actually go hand in hand far too often. To reverse the course of this two-sided crisis, we must create a cultural change that facilitates and encourages healthy food choices among all Americans.
One example of how USDA has been working to implement this cultural shift is the Healthy Incentives Pilot (HIP) project that was recently conducted in Massachusetts. The goal of this project was to provide SNAP participants greater access to healthy foods and better nutrition through financial incentives at the point of purchase. Specifically, we tested the impact of providing families with 30 extra cents in SNAP benefits per benefit dollar that they spent on fruits and vegetables. We were very encouraged by the results. America’s nutrition safety net has a broad reach. SNAP serves millions of hardworking American families, WIC benefits about half of the nation’s infants each year, and the National School Lunch Program touches the lives of about 31 million children every school day, including 21 million low-income children. Because these and other Federal nutrition assistance programs are a critical resource for families seeking a healthy diet with limited resources, USDA’s Food and Nutrition Service knows the importance of shaping them with evidence gathered from rigorous research.

Today, as we mark the beginning of National Nutrition Month and the start of National School Breakfast Week, and throughout this month, USDA will be highlighting the work of our programs and partner organizations that support a healthier next generation by improving childhood nutrition and reducing obesity, supporting healthy families, enhancing food access, ensuring food security, promoting local markets, and providing science-based nutrition information and guidance for individuals and policy makers.
Through our nutrition assistance programs, support for farmers and ranchers, and our food safety and regulatory programs, USDA is working hard to ensure that all Americans have access to safe, affordable, healthy food. Earlier today, Secretary Vilsack announced the results of the Healthy Incentives Pilot (HIP) , a pilot project designed to test the impact of incentivizing fruit and vegetable purchases among SNAP recipients. The pilot showed that an ongoing investment of less than 15 cents per person per day may result in a 25 percent increase in fruit and vegetable consumption among adults. Adults receiving the HIP incentive consumed, on average, an ounce more fruits and vegetables per day than non-participants.
These are promising and exciting results. But we know that there is no silver bullet that can solve the problems of poor diet and obesity among American children and families. Despite increased public awareness of the vital role of nutritious food choices and proper physical activity on our health, the habits of most Americans—SNAP recipients and non-recipients alike—fall short of the recommendations of the Dietary Guidelines for Americans. And although research shows that healthy foods aren’t necessarily more expensive than less healthy options, many low income people face additional time and resource challenges when it comes to putting healthy food on the table that can make less healthy options seem more appealing.
