Program Planning and Accountability Division

The Program Planning and Accountability Division (PPAD) provides business support services for the Office of the Assistant Secretary for Civil Rights (OASCR).

MISSION: The Program Planning and Accountability Division (PPAD) provides efficient and effective business support services to empower the Office of the Assistant Secretary for Civil Rights (OASCR) in fulfillment of the Department’s civil rights mission.

VISION: Timely, accurate business support for the USDA civil rights mission.

What We Do

PPAD business operations support services include the following functions:

Financial Services: These services include budget formulation and budget execution of OASCR’s direct appropriation, execution of the annual Department-wide reimbursable program, overall management of Agency internal controls and financial reporting. PPAD serves as the Agency liaison to the Office of the Chief Financial Officer (OCFO) and Office of Budget and Program Analysis (OBPA).

Human Resource Services: These services include government personnel staffing and recruitment processing, performance management, training services to Agency staff, intern opportunities, security processing and time and attendance support. This team serves as liaison to the Office of Human Resource Management (OHRM). 

Procurement and Operations Services:  These services include space and facilities support, continuity of operations support, contracting officer’s representative services, and all requisition and procurement to include travel and supply services. This team serves as the liaison to the Office of Contracting and Procurement (OCP) and the Office of Operations (OO).
